Avoiding Construction Delays by Planning

CHALLENGE

To support the construction of the RTD FasTracks project.

APPROACH

LTE was involved in the negotiation, preparation, and implementation of the RTD state-wide Asbestos Contaminated Soil Management Standard Operating Procedure (ACSM SOP). The ACSM SOP was agreed to and signed by both RTD and the Colorado Department of Public Health & Environment (CDPHE) and was considered a major accomplishment by both parties. As part of the ACSM SOP implementation, LTE was the liaison between RTD, CDPHE, local municipalities, RTD subcontractors, and local community groups; while simultaneously ensuring that the complex cost, scheduling, public relations, permitting, and regulatory requirements of the project were being met.

RESULT

Our approach identified creative and trusted solutions that anticipated the subsequent construction activities and allowed the project to move forward without delay as unforeseen circumstances were encountered. Our pre-planning negotiations with regulators as a client-advocate resulted in the approval of the project-wide plan. In the end, we helped remove more than 50,000 cubic yards of RACS at various RTD construction sites to protect human health and speed up redevelopment.
