Metro Corridor Light Rail Phases I/II ESAs


Due to the ongoing public debate regarding FasTracks’ efficacy, many of the Phase I Environmental Site Assessments (ESAs) had to be completed from property boundaries in such a way as to be sensitive to the needs and perceptions of landowners.


Our team’s history of working on projects that go beyond the technical and enter the realm of community sensitivities is extensive. So, when the Regional Transportation District (RTD) relied on LTE to be sensitive and discreet when working with landowners, our experience guided exactly how to approach the situation. LTE developed a system to contact landowners, in a thoughtful, compassionate, and knowledgeable manner.


To address the massive scale of the project, LTE developed efficiencies through customized database reporting, regulatory records review, and geographic information systems (GIS). The report format developed by LTE has been adopted by RTD as their preferred format. Additionally, through applications to the Colorado VCUP for materials management during construction activities, RTD saved millions of dollars. Our approach and implementation respected landowners concerns and built trust with LTE and RTD. The execution of the plan provided RTD with data they could trust for their multi-billion-dollar transportation project.
